This uncaptioned photo shows Interstate 35, looking southwest from downtown Duluth toward the "can of worms" interchange – you can see the left-hand exit to Superior in the distance. I assume that the low-clearance bridge is Garfield Avenue, and that the viaduct – which was plenty high enough to allow train cars to pass underneath when it crossed the railyards – was soon replaced with a new span to allow traffic on the freeway to flow freely underneath.
Does anyone know how long this traffic impediment existed?
